    Historical or Biographical Sketch: The Council for Postsecondary Education was established by the Washington State Legislature in 1963. The Council’s charge was to oversee and coordinate higher education in the state, including degree program review and development, graduate studies, and enrollment policies. The Council was succeeded by the Washington State Higher Education Coordinating Board in 1986. CWU President James Brooks and Provost Edward Harrington attended Council meetings, which occurred roughly monthly in various sites around the state.

    Scope and Content Note: These papers are the files kept by CWU President James Brooks and Provost Edward Harrington related to the Council’s operations, policies and meetings. Meeting minutes, reports by Council staff to members for discussion and ratification, correspondence between members, and copies of legislation related to the Council make up the bulk of the collection.
